Public-Private Partnership in Healthcare in India: A Systematic Review Pravin Kumar, Research Scholar (PH.D) ICSSR Doctoral Research Fellow Department of Public Policy and Public Administration, Central University of Jammu, Jammu Email:pravincuj14@gmail.com Abstract Introduction: Public-Private Partnership is an innovative method because of the adoption of ‘private sector management’ in the public sector to the delivery of public services. The Public-Private Partnership movement started from the rolling back to the Functions of states; Privatization in Britain, Deregulation in America, and Liberalization of economy in India. The theoretical bases; Public Choice Approach, New Public Management and New Public Governance are responsible for the Public-Private Partnership. The developed and developing countries of the world have implemented public-private partnerships in social sectors and infrastructure. The aims of the Public-Private Partnerships are to fill the gap in areas of scarcity in public sector like; lack of finance, lack of human resources, lack of infrastructure and lack of advanced technology to provide efficient and effective services to the citizens. Research Question: Does Public-Private Partnership meet the expectation and provide quality of healthcare services to the beneficiary? Objective: To study the reasons for the adoption, implementation and examine the performance, operational issues, challenges and scope of Public-Private Partnership in healthcare. Data and Methods: Qualitative research method has been used for this paper. The present research is based on the secondary sources of data which include previous published research papers, articles and project reports. David and Han’s (2004), Newbert (2007), Torchia et al. (2007), Hammerstrøm et al. (2010), Whyle and Olivier (2016) and Bibiliometric Analysis approaches are used for the selection of relevant literature to increase rationality and reduce bias. Result: The performance of Public-Private Partnership in health sector in India is mixed in both positive and negative aspects. Due to poor governance, the performance of Public-Private Partnership in healthcare is affected. Conclusion: Public-private partnership has ability to reduce the burden of government and provide the quality of services to the beneficiary, if the governance has improved in the process and function of Public-Private Partnership in Healthcare.
